Except as offered in Chapter 18C of the final Statutes or partly two of this short article, anyone or Firm that operates any sport of possibility or any person who plays at or bets on any game of likelihood at which any dollars, assets or other factor of worth is guess, whether the exact be in stake or not, shall be guilty of a Class 2 misdemeanor.
